IIRC the 99-03 had the red borders while the 04-07 had the black, just like the Silvy/Sierra fleetside tails.

This. The 99-03 tails had red borders, 04-07 had black borders. This includes fleetside trucks, stepside trucks and SUVs. The 03 Silvy tails are the oddballs, they were the new style, but still had the old red border. The only ones that didn't change were the Eskys, Avvys, and Duallys with the black raised border.
