When I put my resistors in, I only wired in one resistor per side.
I wired a 6 OHM 50 watt resistor into the brown wire between the two bulbs, and then the black ground wire going from the bottom bulb to the plug (Like shown on the bottom of the diagram you posted). I did this on the driver and passenger side. I also removed the 194 bulbs. But my switch backs are working perfectly.
Also, have you tried hard wiring the resistors into the harness (twisting the wires into the others)? That way you know it is making connection. Because most people is you are using scotch locks, they will not make good connection, therefore it would act as the resistors are not even connected, causing the hyper flash.
So I would twist the wires together and give it a try.
