you should rotate the plate 90 degrees i think it would look cleaner

That was my plan once I get my own plate

Rotated the plate and removed the coolant overflow tank and relocated the pcv

That stretch!

you may be able to get it to fully seat on the wheel aka more stretch, if you pop it off, put some lube on there and put a ratchet strap around the tire so it has to expand outward instead of in diameter.
