Looks like someone textured it with a plastic bag. It's been cleared over. Also had one of the rear wheels on the front. People are not smart.

Haven't seen that in loooong time, it was called bowling ball paint. Spray your base(usually a dark color) then some sort of candy or metallic and while it was still wet you put clear plastic wrap on it and squeeze the wrap in different places to make designs. Pull it off let it dry then clear it.
The end result was a paint job that looked like a bowling ball.

Yeah, they just put it on over the original clear. Didn't sand it or anything. Looks like absolute shit.
Actually looks cool if done properly on certain cars and bikes, but I wouldn't do that on a newer camaro
