Hmm I wouldn't know mine is a 05 and the frame has a curve but I've never looked close on a 99 NBS but I'm sure its fine to cut over.

That isn't on all 99-02, is your truck by any chance 4WD. I would get a AVS underbed notch and grind it down flush then weld on notch and cut it out, or go with a Belltech/McG and do the same thing but I just like the AVS notch better since it allows more clearance and is thicker.

EDIT - This 2000 ECSB has the same thing on its frame....

its a 2wd and the problem is i already bought the notch. so i guess im going to get someone to grind it down and weld it on there

I've personally haven't seen that on a frame. I don't see why grinding it down would hurt. Unless if it is stamped and not flush on the opposite side.
